<p>Policy (as of implementation):</p><ul>
<li>OR of the following three conditions: 1) Every 1000th firing of SimulationTimeTrigger(simulationTimeInterval) 2) OffDiagonalTrigger(offDiagonalThreshold) 3) Every 10th firing of TimestepCollapseTrigger(timestepGrowthThreshold,
timestepGrowthRelative, timestepGrowthWindowSize)</li>
